DR. PAVAN DUGGAL’S ROLE AS CHAIR AND CONVENOR
Strategic Leadership
Dr Pavan Duggal, Advocate, Supreme Court of India, conceptualized the Summit’s overarching legal-policy blueprint, transforming it from a conventional conference into a results-oriented jurisprudential accelerator. He personally articulated the six thematic pillars, ensured their alignment with the UN Sustainable Development Goals, and embeddedan Outcome Document process modeled on multilateral treaty negotiations.
Global Convening Power
Leveraging three decades of cyber-law diplomacy, Dr. Duggal secured participation from a wide range of stakeholders across the AI and Quantum Technology ecosystems including regulators, AI standard‑setting bodies, Fortune 500 GC offices, and civil‑society watchdogs spanning five continents. His outreach brought together diverse jurisprudential perspectives.
Thought-Leadership Contributions

- Acted as Principal Author of the companion ISBN‑registered volume, which curated peer‑reviewed papers into a coherent doctrine of human‑centric, risk‑proportionate regulation.

Institution-Building & Capacity Development
As Founder of the Global AI Law & Governance Institute (GALGI) and Cyberlaw University, Dr. Duggal integrated scholarship and training tracks within the Summit framework.
Through this multi-layered stewardship, Dr. Duggal positioned GSAIET 2025 as a catalyst for globally interoperable, ethics-driven technology law, an initiative designed not merely to discuss the future, but to author it.
